PA BLCE Cracks down w/incomplete 2015 report entered in States website

Apparently the BLCE is already reviewing and setting examples of those who have not filed or have filed incomplete reports with the State of PA. The article below notes a citation issued date of Feb 1st which tells me the BLCE (at least in this instance) are holding the January 31st End of day deadline as true deadline as they waste no time in enforcing the law.

The Loyal Order of Moose has been cited for violating the local small games of chance act.
The Moose Lodge 51 at 29 S. Mercer St., failed to submit annual reports to the Pennsylvania Department of Revenue from July 2 through Nov. 18, according to a release issued Feb. 1 by the Bureau of Liquor Control Enforcement.
The charges will be brought before an administrative law judge who has the authority to impose penalties ranging from $10 to $1,000 for minor offenses and up to $5,000 for more serious offenses. The judge also may impose a license suspension or revocation depending on the severity of the charge, and may mandate training for the licensee.

PA Small Games of Chance 2014 Activity Filing Update

Myers Integrated Systems, was contacted by the PA Department of Revenue a little over a week ago with electronic filing changes that we were required to implement and successfully test prior to filing 2014 Activity with the State on behalf of our customers beginning in June (less than 2 weeks away).


We are happy to report that we implemented and successfully tested the changes required with the PA Dept. of Revenue. Unfortunately, the States modification of the filing process requires us to recreate our customers 2014 reporting e-file. Our customers that are impacted will need to have their system updated to our 4.52 version in order to create their 2014 SGOC e-file. We have been contacting our customers and scheduling the upgrade. If you are a current Sienna Database Ticket customer and have not yet been contacted, you will be contacted soon.

According to an article that can be found from the link listed in the Resources section below, The PA State website is already available and accepting entry of 2014 activity. However, when we looked at the States website it did not appear ready to allow users to enter 2014 activity as of this morning (5/24/15) at 9:30 am.

The Small Games 2014 Filing Deadline has been Extended

The PA Department of Revenue has announced that the deadline for filing 2014 small games reports has been extended to July 1st, 2015. There were many issues with the Department’s website that led to this extension. Among the biggest problems were time out errors and duplicate reports. When possible, you should check to make sure that if you submitted your 2014 report, that your report has been saved by the Department.

With all of this confusion, it is extremely important that your organization has its i’s dotted and t’s crossed. There are many pitfalls if your organization is not organized and consistent with their record keeping and e-filing. Having difficulty filing your gaming activity with the PA Department of Revenue?

Update: As of Monday January 12th the State modified the website to allow Negative Net proceed amounts. If you entered your activity into the website prior to 1/12/2015 and you had negative net proceeds (that you could not enter) - you may wish to inquire about your need to re-enter your activity.


Having difficulty filing your gaming activity with the PA Department of Revenue?

The time has finally arrived for your organization to file your 2014 gaming activity with the Department of Revenue. Now that the Department’s website is up-and-running, a number of difficulties have surfaced. Here is a list of some of the complications Licensee’s are finding with filing:

-          - Saving the information you’ve typed into the website is not possible
       - If your Organization netted a negative amount for a given week (a common occurrence) for a game, you cannot input the negative number, you must input a “0”
-           - If you input all of your 2014 activity, but find that you’ve made a mistake, you must re-enter your information in its entirety and hope that you haven’t made another error in the process

To this point, the only news regarding e-filing is that the Pennsylvania Department of Revenue will be making changes to allow for reporting of negative net proceeds. We maintain regular communication with the PA Department of Revenue, and we’ll keep you updated as information is made available.

PA Dept of Revenue Website available for 2014 SGOC activity



The Pa Department of Revenue website is available for organizations licensed to conduct small games of chance.  If your organization makes over $20,000 a year from gaming, you have until January 31, 2015 to file your 2014 activity into the State’s website.

Many organizations will now be finding themselves spending weeks compiling inconsistent gaming records, then taking those records and spending countless hours manually entering their gaming records into the Department of Revenue’s website

Why is this process so difficult?

Because all of the following must be accounted for:

1.    All Games that were in play and out of play in 2014, Gross Revenue/Total Expenses/Total Prizes and Proceeds amounts need to be grouped/tallied and reported.

2.    Processes must be implemented to lower the risk of employee theft

3.    Each game must be tracked using up to 14 different Schedules provided by the PA Bureau of Liquor Control Enforcement.

Todd Merlina is an Enforcement Supervisor with the Pennsylvania State Police, Bureau of Liquor Control Enforcement. He provided this training on the PA Small Games of Chance laws and regulations on February 12, 2014 at the Cardinal Keeler Center, Harrisburg. This training is to help individuals be more aware of illegal gambling and to understand how to conduct games of chance for the purpose of raising funds legally.
