On June 16, 2021, Governor Wolf declared the Disaster Declaration Emergency that was enacted due to Covid pandemic had officially ended.
When the Governor declared the emergency being over PA SGOC licensee’s then had 1 year from that date that they are permitted to use 100% of net proceeds from Small Games of Chance and they did NOT have to donate 60%.
Therefore, PA SGOC Licensees can use 100% of their Small Games of Chance net proceeds until June 16, 2022 (1 year from when the Governor declared the emergency being over).
On June 16, 2022 and thereafter SGOC Licensees must once again adhere to the normal 60%-40% split of their net proceeds.
The date of June 16, 2022 has NOT been extended as of today February 25th, 2022

PA House Bill 864 (HB864) - Highlights and current Status as of October 11, 2017
We recently spoke with a representative from Senator Mario Scavello’s office regarding the status of PA House Bill 864. The bill is currently in the PA Senate ‘Community, Economic & Recreational Development’ committee. Senator Scavello is the Chair person for the Community, Economic & Recreational Development committee.

Status of PA House Bill 864
HB864 is expected to have a few amendments in the Senate and
will then go back to the PA House where the Bill’s amended content will be
expected, reviewed and most likely passed sometime prior to the end of the
session which will end in December 2018. The committee will be communicating with
the PA House when adding the expected amendments so that the bill will most
likely pass thru the House next year without any additional amendments.

PA Small Games of Chance PA E-Filing Date January 30, 2017
The Department of Revenue has established the E-Filing date for all of our Sienna POS Ticket system and Sienna Ticket system customers.
All club licensees with proceeds in excess of $20,000 in 2016 calendar year are required to submit annual reports to the Department of Revenue by Feb. 1, 2017, for the 2016 year.
Annual report filing information is accessible at www.revenue.state.pa.us/SGOC when available.
However those that are E-filing such as our valued Sienna customers that made over $20,000, the Department of Revenue will obtain our customers files on Monday January 30th, 2017.
The PA Department of Revenue will then process and post all of our Sienna customers reports on the PA Department of Revenue's website on Tuesday January 31st, 2017.
We are currently performing 2016 Pre File Audit reports for our valued customers. If are a current Sienna customer and you have not yet been contacted to discuss the results of your Audit, you will be contacted within the next 7 to 10 days. If for whatever reason we have not contacted you by Friday 1/20/2017 please contact us at 844-GET-SGOC - (844) 438-7462 and we will review your Pre File Audit report results. We are diligent so we expect to have all of our customers reviewed by 1/20/2017.
Please note: All Sienna POS Ticket system and Sienna Ticket system customers simply use our system to manage their Bar's sales and Ticket activity. Bartender reconcilement for Food and Beverage and Tickets. In addition to being an invaluable tool in identifying employee theft, reconciling previous business day's activity is a breeze with our Bar Z and Ticket Z reports.
Sienna creates all of the PA BLCE Schedule reports and we E-File on your behalf with the PA Department of Revenue.
Re-Keying your Activity into a 3rd party's website?? Why??
There is no need to re-key your activity into a website as the activity is already in our Sienna POS Ticket system.
If you are not a Sienna customer and you are paying a 3rd party to re-key into a 3rd party website, you may want to consider re-keying into the State's website as there is no cost to re-key into the PA Department of Revenue's website. As mentioned, there is NO re-keying of any activity if you are using our Sienna POS Ticket system or Sienna Ticket system.
Our Daily Drawing Kiosk feature is now available at no additional cost to our customers that are current with their Maintenance and Support. We will be posting a video to our website soon showing the Drawing kiosk while it is being used by one of our customers. The Drawing Kiosk feature eliminates the need for a member to sign a tablet or 'book' as the member's card is scanned and the member is registered for a drawing. Sienna can handle an unlimited number of Daily and/or Weekly Drawings. All activity entered into the Drawing Kiosk is used to create the BLCE Schedule 2C and BLCE Schedule 3 Drawing winners reports. Of course the activity is also reported to the PA Department of Revenue as required, with NO re-keying of activity.

PA BLCE Cracks down w/incomplete 2015 report entered in States website
Apparently the BLCE is already reviewing and setting examples of those who have not filed or have filed incomplete reports with the State of PA. The article below notes a citation issued date of Feb 1st which tells me the BLCE (at least in this instance) are holding the January 31st End of day deadline as true deadline as they waste no time in enforcing the law.

The Loyal Order of Moose has been cited for violating the local small games of chance act.
The Moose Lodge 51 at 29 S. Mercer St., failed to submit annual reports to the Pennsylvania Department of Revenue from July 2 through Nov. 18, according to a release issued Feb. 1 by the Bureau of Liquor Control Enforcement.
The charges will be brought before an administrative law judge who has the authority to impose penalties ranging from $10 to $1,000 for minor offenses and up to $5,000 for more serious offenses. The judge also may impose a license suspension or revocation depending on the severity of the charge, and may mandate training for the licensee.
Important message for Current Valued Sienna Database System Ticket System Customers who have not yet Filed....
If you purchased our system in mid to late 2015 and you did not have all of your 2015 activity entered into our system in time to E-File with us this past January and you have not yet filed your 2015 activity by entering your activity into the state's website OR you have filed an incomplete 2015 report, we strongly suggest that you file your complete 2015 activity as soon as possible. PA Small Games of Chance 2014 Activity Filing Update
Myers Integrated Systems, was contacted by the PA Department of
Revenue a little over a week ago with electronic filing changes that we were required to
implement and successfully test prior to filing 2014 Activity with the State on
behalf of our customers beginning in June (less than 2 weeks away).
We are happy to report that we implemented and successfully tested the
changes required with the PA Dept. of Revenue. Unfortunately, the States
modification of the filing process requires us to recreate our customers 2014 reporting e-file. Our customers that are impacted will need to have their system updated to our 4.52 version in order to create their 2014 SGOC e-file. We have been
contacting our customers and scheduling the upgrade. If you are a current Sienna Database Ticket customer and have not yet been contacted, you will be contacted soon.
According to an article that can be found from the link listed in the Resources section below, The PA State website is already available and accepting entry of 2014 activity. However, when we looked at the States website it did not appear ready to allow users to enter 2014 activity as of this morning (5/24/15) at 9:30 am.
Finally, Monday is Memorial Day and we honor and appreciate all of our Veterans but especially our Veterans that gave the ultimate sacrifice in serving and protecting our great country. The
Small Games 2014 Filing Deadline has been Extended
The
PA Department of Revenue has announced that the deadline for filing 2014 small
games reports has been extended to July 1st, 2015. There were many
issues with the Department’s website that led to this extension. Among the
biggest problems were time out errors and duplicate reports. When possible, you should check to make sure that if you submitted your 2014 report, that your report has been saved by the Department.
With
all of this confusion, it is extremely important that your organization has its
i’s dotted and t’s crossed. There are many pitfalls if your organization is not
organized and consistent with their record keeping and e-filing. Get in touch
with us so that we can get & keep you organized, electronically file your
reports for you, and protect this vital source of revenue.

PA SGOC Filing Deadline Extended - New Deadline Date not yet announced
PA Department of Revenue presses 'pause' on accepting 2014 activity being entered on their website until technical issues are resolved. They also officially announce they will be extending the filing deadline date.
